What Is Down Payment Assistance?
Down Payment Assistance (DPA) programs provide grants, forgivable loans, or deferred-payment loans to help homebuyers cover their down payment and/or closing costs. Many programs are specifically designed for first-time buyers, though some are available to repeat buyers too.
Sacramento has several city, county, and state programs available. Phi knows which programs you qualify for and can pair them with the right loan product.
Types of Assistance
Grants
Free money — doesn't need to be repaid. Some programs offer grants up to 3–5% of the purchase price.
Forgivable Loans
Second mortgages that are forgiven after a set period (usually 5-10 years) if you stay in the home.
Deferred Loans
No monthly payments required — repay only when you sell, refinance, or move out.
Matched Savings
Some programs match your savings 2:1 or 3:1 for homebuying — your $5K becomes $15K.

Common Eligibility Requirements
- Income Limits — Most programs cap household income at 80-120% of area median income
- First-Time Buyer — Many (not all) require you haven't owned a home in 3+ years
- Homebuyer Education — A free online course is usually required
- Primary Residence — Must be your primary home (no investment properties)
- Purchase Price Limits — Varies by county and program
